I have a 1996 Evinrude Oceanpro V4. We have replaced all the needles and seats and reset the carbs but it still battles to start. When it does start the only way it will run is when the manual primer is left on and then it still runs very rough. Is it the vro system ? Any help would be appreciated

OK guys, wheres the tech support, we've been asking this for three days now? have part no; fuelpiston 0436095 but this shows as for a 1998 only, any good for a 1996?
All of our tech support is done via a forum which means it is community based. Since it is a free service we cannot really pay mechanics to go through all of the technical support questions. Part number 0436095 only pulls up for 1998-2000 models.
Hi again Colin, please note the following from CROWLEY MARINE WEB PAGE, why else would I keep asking if your certified mechanics can answer our question.
"Please ask in our moderated community forums instead. Our support staff and certified mechanics are on hand to answer your questions. We make an effort to answer every question within 4 hours, on business days."
pull the T stats if your running under 80psi on all cylinders. check your timing the advance and stop screws on the v-4's will walk out of adjustment. an easy tell tell sign if your vro is going bad is when you dont hear the spring pop into place or whatever it does in there when you prime your bulb.. but not a sure test. the vro system is supposed to over oil when its not working properly so if your plugs are really black and greasy it may be time for a new one.. sucks because you have to be sure with how much they cost.
