no vacum at carbs 1981 evenrude V 4 115

unit ran well i discovered breech in gasket in #1 cylnder top starboard intake by pass cover once in a whille it puffed almost like a back fire if u were lookin at rite time and angle u could see combustion flash a poof noise maybe a little two cycle smoke some oil of cource around gasket breech
removed cleand new gasket reinstalled wont run has good compression but does not draw any cfm thru the carbs wen trying to start sum times i notice the same flash and puff of smoke from the stud in the intake witch the throtle linkage and time andvance linkage pivots doent pass oil thru exhaust indicating its not getting fuel and has grreat sprark n new plugs any help would be great

PS when u primer motor it doesnt turn over same way it slows down almost to a stop thru each revolution after a few more rev with no primer it returns to  faster steady speed but does not start some times makes by passing sound when u r done cranking it over

sounds to me like you have a hot wire with some copper exposed and pinched in a tight spot somewhere you cant see..  i would myself strip the entire harness and start over...  if not that motor may have a demon living inside of it.. i would then take it all the way to every remaining part in one piece and go back together slow..  no cfm's at the carb is usually caused by a vac leak at the crank halves or possibly behind the reed plate but the sparks and intermittent electrical current sounds like a pinched wire.. look at all the purples or whatever color your enrichment circuit is running off
