1994 Cobalt 22 foot, Gm V8 engine, Volvo Penta outdrive trim cylinders leaking

Seal is leaking in one of my trim cylinders, dealer say rebuild kits no londer available.

 They want $500.00 just for each cylinder. Thats $1000.00 plus labor
