I bought a 1990 sunbird with a 2.3 liter ford motor that will not throttle up when put in the river. It will throttle up to 2500 while in the river, but will throttle up to 7000 sitting in the yard. I have rebuilt the carburator, replace the coil, replaced the alternator, replace the starter and replaced the points. I just can not get it to rev up under load in the river.

Has the boat ever ran well at that elevation? You might need to go down in pitch on your propeller. This will help you get more acceleration out of your boat, allowing you to get your boat on to plane and up to speed. I would recommend trying a few props. Hopefully your local marine shop will have some props for you to try before you have to purchase one. Let me know if you have anymore questions.
Is there an anti-siphon valve on your fuel line? Usually located where the line fuel line leaves the fueltank. These have a tendency to get dirty/corroded and will hamper fuel supply under load. A quick way to check would be to supply fuel from a jerry can directly to the fuel pump.
