I am having fuel problems with my 1996 SeaSwirl it has a 5.0 OMC engine EFI 50FACPMDA. The engine is serging at idle. I changed the fuel filter and I noticed that the fuel pump did not fill the new filter up (Is that correct) Also I put my finger on the fuel pump and it was barely sucking at all. So my quesions are?
What is the purpose of the two fuel pumps?
Should I be able to fill the pump sucking?
Should the pump fill up the fuel filter if so how long should it take?

The first fuel pump (low pressure) is used to deliver fuel to the system and the filter. The second pump is used because of the high fuel pressure required in fuel injection. The pressure in the fuel system should be low in the filter up to the fuel reservoir, and high from the second pump through the rail to the injectors. If you can feel any suction it will be minute since the pump design is for liquid, not air. It should be able to move enough volume to fill the filter rather quickly.
